SHEBOYGAN, Wis. — After a year of exploring the depths of Lake Michigan with a sonar-equipped fishing boat, Steve Radovan finally hit the grayscale monitor in the captain's cabin in May 2016.

The 71-year-old wreck enthusiast cut Discovery's engines and dropped a waterproof camera attached to a rope approximately 300 feet underground. The images revealed a three-masted sailboat, covered in mussels and seaweed, but the bottom still largely intact. After reporting the discovery to the State of Wisconsin, he learned that the sunken ship was the Mojave.

Carrying a cargo of 19,500 bushels of wheat, the ship departed Chicago en route to Buffalo in 1864. The crew of a passing ship spotted the Mojave as it headed into stormy waters. A small boat and cabin doors belonging to the lost ship were later recovered off the east shore of Lake Michigan, but the ship remained below the surface for over a century.

"This is what filmmakers dream about. It's like when it went under," Radovan said with a smile, looking at the camera footage from his home office. "No human has seen this ship since 1864."

For more than a century, sinking ships have claimed thousands of lives, burnishing Lake Michigan's reputation as one of the most dangerous waters to navigate. Its notoriety as the deadliest of the Great Lakes is evident by a sprawling shipwreck cemetery stretching along the Wisconsin coast, a testament to the dangers assumed by crews and passengers alike navigating the waters in the 19th and 20th centuries.

Under a new impetus fromNational Oceanic and Atmospheric Administration, the ghostly collection of sunken ships could become the first national marine sanctuary on Lake Michigan and the second on the Great Lakes. NOAA is expected to make a final decision next year, so the governor of Wisconsin.scott walkerand the US Congress will review the proposal.

Proponents say time is of the essence if the public wants to view and study the wreck because its structural integrity is threatened by zebra mussels, an invasive species known for its propensity to latch onto underwater objects and reproduce rapidly. Mussels can be carcinogenic, as evidenced by what happened to the Gallinipper, a fur-trading ship that sank in 1851 and remained in pristine condition at the bottom of the lake for over a century.

"If it got up, it could sail again," said Brendon Baillod, a maritime historian of the Great Lakes. "But it got so encrusted and covered in zebra mussels that it started to fall apart. So, in a way, there's an urgency to find those remains now, because in 10 years they could start to disappear."

While the sheer number of shipwrecks makes the Wisconsin portion of Lake Michigan stand out, the site is also famous for the remarkably solid condition of many wrecked ships. Fifteen shipwrecks known to researchers are largely intact and 18 are listed on the National Register of Historic Places, according to preliminary reports. Divers found many with masts still standing, hulls intact, and even one with nautical charts still hidden in wheelhouse drawers, something that would be unlikely in oceanic waters.

"Fresh, cold water," Russ said. Green, NOAA regional coordinator. "The fact that there is no salt helps to conserve iron and wood, and cold water is like a big freezer that It acts against deterioration."

The proposed 1,075-square-mile site off the coast of Manitowoc, Sheboygan and Ozaukee counties contains 37 known shipwrecks dating from the 1830s through the early 20th century. Researchers say the area could be home to as many as 80 other undiscovered shipwrecks.

“These shipwrecks really tell us the story of how shipping was the engine of the American economy,” Green said. "There is a great legacy of risk, sometimes tragedy, personal stories of innovation, entrepreneurship all wrapped up in this proposed area."

Ironically, the population explosion of zebra mussels that threatens to destroy shipwrecks has made it easier to discover and explore the wreckage. A zebra mussel can filter a liter of water a day, so abundant microorganisms such as plankton, which muddy the waters, have been decimated.

Since the introduction of the zebra mussel in 1990, the underwater visibility that before it was 5 to 10 feet now it is 80 to 100 feet according to experts. It is not uncommon for one or two shipwrecks to be found each year, some detected by satellite imagery or low-flying aircraft.

With improved water clarity, the Wisconsin Historical Society wants to help more people see the wreck by establishing a wreck trail in shallow water that can be seen by paddlers, kayakers and divers.

On a recent afternoon, Tamara Thomsen, a statewide maritime archaeologist, prepared to inspect the J.M. Allmendinger, a wooden steamer that ran aground near Mequon, where it was pulverized by waves. Sitting on the edge of her Boston Whaler in a heavy wetsuit, she took a few breaths from the oxygen tank, put one hand on her goggles and the other on her head, and fell backwards into the water.

At about 15 feet below the surface, a tape measure crossed the ship's skeleton, stretching 100 feet along the bottom of the lake. The array of wooden boards were dotted with zebra mussels and furry green algae. Nearby, a long, narrow caldera that once fed the boat lay on the lake's rocky bottom.

"It's like the wreckage of Pick-Up Sticks here," Thomsen said. "You're trying to figure out what it was before. So you're like, 'Oh, I get it. These are the walls where the platform collapsed and slid over here.'

For hours, Thomsen photographed the wreck while other divers drew what they saw on underwater whiteboards and annotated the measurements in hopes of creating a scale representation of the vessel. The Historical Society's work catalogs shipbuilding practices that were unique to the Great Lakes and lost over generations as masters built by the golden rule or passed their techniques on to apprentices.

The most common ships in the potential sanctuary are the 19th century schooners, agile sailing ships with two or more masts, similar to a classic pirate ship. Perhaps the most legendary schooner in the area was a battered old barge called the Rouse Simmons, better known as the Christmas Tree Ship.

On November 22, 1912, the ship departed the Upper Peninsula of Michigan for Chicago with a stock of evergreens for Christmas. A group of lumberjacks hitched a ride to join their families on what was supposed to be Rouse Simmons' last trip of the season. It turned out to be the last time.

The boat capsized about 5 miles off the coast of Two Rivers, Wisconsin, and rescue boats were unable to find it in a snowstorm. Decades later, Historical Society divers found a Christmas tree still standing on the ship's bow.

Often, it is a ship's contents that help identify and tell its story. After the Wisconsin Department of Natural Resources detected a steel steamship about 16 miles northeast of Port Washington, marine archaeologists discovered hundreds of antique cars in the hull, identifying it as the Senator, a ferry that had left Milwaukee. to Detroit.

Sailing through dense fog, a passing ship collided with the Senator, sending its crew and cargo of 268 Nash cars to the bottom of the lake on Halloween 1929, days after the historic stock market crash.

It was these kinds of stories that hooked Radovan.

When he started diving in the mid-1970s, the hobby was nascent and similar to alternative sports like mountaineering. He joined a group of divers looking for bottles in inland lakes and looking for wrecks. Two were former military engineers, including one who owned a 63-foot boat equipped with sonar equipment from a Navy destroyer.

With a green screen playing for wreckage, the group felt a mixture of elation and dread as they prepared for a dive those early days. Radovan, dressed in a wetsuit and tanks with enough oxygen for several minutes, reluctantly plunged into the dark abyss.

"It was terrifying then and very different than it is now," Radovan said. "When I dove the Walter B. Allen at 165 feet, the visibility was 5 to 10 feet... I was scared, because I know fishermen always get their nets in these things, and you always had this thought in your mind, 'I'm going to swim in one of those nets?' You only have a few minutes down there, so there's always been a bit of terror on your mind."

More than 40 years later, Radovan is part of a fraternity of sailors with expensive radar or sonar equipment who continue to navigate historic shipping lanes in search of shipwrecks. In his workshop, he has a gridded map with stickers covering the square miles he's surveyed in Sheboygan waters, a quest he's trying to narrow down in hopes of increasing the area's prominence as a potential marine sanctuary.

Radovan said he found six pieces of debris independently and nine with others. The gray-haired sailor, tanned from his days on airlift sailboats, has his eye on at least two others in the region.

An assortment of shipwreck antiques are on display in his home: a table made from the hatch of the Prins Willem V, a wheel made from Roscinco, and a steam gauge from the SS Pewabic. During one dinner, he opened an embossed bottle of wine he had brought from Pewabic, only to drink what tasted like vinegar and turned everyone's tongues black. As a young man, Radovan and his colleagues were eager to bring back articles and show them to local newspapers to spread the word about this lost story, he said.

Others, on the other hand, took objects out of the water for profit, as some shipwrecks sank before the advent of paper money and contained gold and silver coins. Wisconsin statute ended up prohibiting the removal or alteration of items on shipwrecks, which in some cases includes human remains. It's a law Radovan now believes is necessary.

"These wrecks were being dismantled," Radovan said. "Anything that wasn't safe was taken. All these things are basically time capsules. And that was history, but it was in everyone's basement... I'm of the philosophy of let it stay where it is. Let the archaeologists do it "They study it and let the next generation of divers look to him in the background."

If the area were to become a national marine sanctuary, federal authorities the regulation would prevent further unwanted damage by prohibiting seizing and anchoring at wreck sites.

To understand why so many shipwrecks have stopped in the area, it helps to consider how drastically shipping has changed.

One of the biggest reasons was simply the amount of traffic passing through the western Great Lakes states. While modern carriers can carry 80,000 tons in a single voyage, many smaller ships carrying smaller loads were required to carry goods over a century ago.

"You can think of it like our road system today," said Baillod, the maritime historian. "If you looked out over the Milwaukee lake, it wouldn't be unusual to see 200 or 300 boats on the horizon."

Ships crossing Lake Michigan sank for a variety of reasons: storms, collisions, fires, mechanical failures. Ship captains could not forecast the weather, leaving crews especially susceptible to severe autumn and winter storms.

"In October and November, towns needed coal and wood for heating, and that was also when the crops needed to be harvested," Baillod said. “They traveled west to east to places like Buffalo and Cleveland and Detroit, and they made those trips at a bad time. And that's why the shipwreck rate was so high. 'It was the cost of doing business.'

Today, the stories of those who died on the voyages are told in numerous museums across Wisconsin, including the Port Exploreum in Port Washington. The museum's new nautical-themed wreck series features an exhibit on the fire and sinking of the S.S. Atlanta, a Goodrich passenger steamship (the modern equivalent of a Greyhound bus).

On March 18, 1906, 65 people were on board the Atlanta as it sailed from Sheboygan to Milwaukee. The ship caught fire and sank a few miles north of Port Washington in 17 feet of water. All but one person was rescued by a nearby tug.

If the area is federally designated, the Wisconsin-Lake Michigan National Marine Sanctuary would be the first since the Thunder Bay National Marine Sanctuary was created in 2000. Thunder Bay, a 4,300-square-mile area northeast of Lake Huron, contains the remains of 100 known shipwrecks and has been nicknamed "Shipwreck Alley".

Some residents of Alpena, Michigan, where the visitor center is located, were reluctant to accept federal intervention. But now the northern Michigan town of 10,000 is serving as a model for leaders in some Wisconsin coastal towns, including Sheboygan Mayor Mike Vandersteen.

"Alpena has called itself the Marine Sanctuary of the Great Lakes. The town used to sell sacred soaps and beers from shipwrecks. It's a small community about 120 kilometers from a main road, but now has 100,000 visitors a year. it's the visitor center," said Vandersteen.

Wisconsin's situation may be more challenging, considering the proposed sanctuary encompasses multiple lakeside communities all competing for visitors, Vandersteen said. But there is a network of cultural partners.

In addition to the Port Exploreum in Port Washington, Manitowoc is home to the Maritime Museum of Wisconsin, a marine heritage museum with tours of an adjacent restored World War II submarine; Two Rivers has Rogers Street Fishing Village, a historic district where visitors can learn about the commercial fishing industry; and Spaceport Sheboygan is a science-themed facility that can cater to the innovation and technology aspects, Vandersteen said.

National marine sanctuary designation could generate hundreds of thousands of dollars in federal funds annually. NOAA researchers are expected to lead the investigation and have already begun using sonar to map parts of the sanctuary's potential lake bed, which could reveal more undiscovered wreckage.

For Radovan, the importance of passing on the history and lessons from the shipwrecks is fundamental. He hopes the designation can attract a new generation with the same fervor to rediscover the history he had as a 20-something novice diver.

In a way, it was never about the splintered wood or broken steel that lay at the bottom of the lake, he said.

"It's not about the ship itself," Radovan said. "The ship is just a tool to tell the story. But the story is about the people who were involved in these ships. I wish we could make people as passionate about them as I am."
